To people with knowledge about cars:

What does it mean that our Stratus putters when it's first started and will lurch, maybe back fire, and shake until it finally dies, but then once it's restarted it runs just fine?

And more importantly, how much is this gonna cost us?

Sounds like maybe the timing belt is out (so Charlie says). However, he says the car may not even have a timing belt.

Does it need a tune up? Spark plugs and such? Or transmission serviced?

Sounds like starting with a tune up would be a good idea. Spark plugs etc. are not too expensive. If the check engine light comes on, Auto Zone will check it for free and tell you what the read out says.
